A part of him clearly wants to be a good person, but his allegiance to his increasingly vicious sister is holding him back.
As Redditor NsRhea pointed out, the final shot of Episode 4 did a brilliant job of emphasising this:
Look — his Lannister armour is quite literally dragging him down here, pulling him into the darkness.
