Tech giants fight for talented software engineers. To help them in their quest to be the best place to work (or rather, create the biggest money-making machine), these tech companies look abroad for talent.
That effort is getting harder thanks to the Trump administration. A new bill quietly passed over the weekend, surfaced by Axios, includes H-1B guidelines that suggest computer programmers are no longer presumed to be eligible.
